Major Roads Project Victoria
Overview
As Major Road Projects Victoria (MRPV) delivered one of its first projects under its flagship Program Delivery Approach (PDA) we assisted in achieving buy in from a community that was fiercely opposed to a key upgrade in Melbourne's north east.
Maintaining a 'social licence' to deliver was a key driver for government so neutralising an organised campaign by a well organised community action group required quality visuals that would help dispel misinformation.
Challenge
The key challenge that MRPV faced was countering key community concerns such as loss of vegetations and over development. Community opposition focused around the design and scope of the project and the potential impact to the local environment. They also accused MRPV of lack of consultation, being secretive and not engaging with key stakeholders.





Solution
MRPV developed a holistic long term approach that relied on a variety of tactics. Crucial to its strategy was a 3D virtual environment that was used to as a key element in community engagement, PR and media.
Results
Using a 3D virtual environment was a first for MRPV and helped the project team get buy in from key stakeholders by discussing concerns such as vegetation and design in a 'real life' setting rather than looking at maps.
The 3D virtual environment was also used to develop key legacy items that could be workshopped and altered based on community consultation.
In the end the project won the National IAP2 Award for community engagement and the project was considered a success by all involved.
